Add locations of Zenodo downloads to Rhakhis dataset and API #99

At the moment Nye has to manually add links to the downloads page. The locations of these downloads should be immutable and so are reasonable things to include in the dataset.

  1. Add downloads/DOIs of data dumps as a new table in Rhakhis.
  2. Some kind of backend tool to edit them
  3. Expose through GraphQL API.
