This card shouldn't award you any persuasion if you don't have High Council.

If you have High Council, you get 2 persuasion. If you ALSO have Swordmaster you get +1 extra persuasion.

We played a game yesterday, where the player had only SM, but no HC, and it still gave him 1 persuasion.

Weird. This is an old bug, actually a card effect that I had overlooked. It has been fixed and I don't see how it could happen now. Can you reproduce it consistently? Also, what is the exact mod you are using? Specifically, I am interested in the first line printed in the system log, such as:
