Conf -> Planner -> Vid dropdowns always blanked when one leaves tabs and returns. #897

What steps will reproduce the problem?
1. Select a vid device & format (anything but the first "blank" option).
2. Jump to another tab eg "flight data"
3. Jump back to Config tab (#3).

What is the expected output? What do you see instead?
The two drop downs will be blank when they should show the "current" device and 
format settings.

What version of the product are you using? On what operating system?
1.2.36, about to try 1.2.37 on WIN7/64bit.
