Add reset functionality

Add a reset button to the simulation to restart the simulation and controller

Sneaked in in the PR:

• use the PIC flag to link the static library with shared libraries
• work-around older CMake behavior for linking object libraries
• fix a locking issue when step-by-step is enabled without a controller
• fix initial encoders' velocity reading
