Upgrade rules_python to version 0.34.0
Delete WORKSPACE.bazel file
Improve the project structure
Remove unnecessary scripts, these are no longer due that the project is now using Bazel for building and to publish the package is using the CI/CD pipeline
Update .gitignore file to ignore the .pytest_cache/ directory
