I just stumbled across this project.

I am looking for a way to authenticate users against Google Apps for Education using a captive portal which allows for RADIUS authentication.

Might this be a way to do this?

I doubt it. If GAE provides something SAML like for SSO I’m sure they don’t go as far as supporting SAML ECP.
