Our team felt that 30 minutes is a reasonable minimum duration for the tutor to provide lessons, given his/her opportunity costs of conducting the lessons especially if it is face-to-face. If it is any shorter, the tutor would most likely not want to conduct any lessons.
That said, a quick consultation of 15 mins that was chargeable does sound reasonable. Thank you for the suggestion. We think this is something we have to keep in mind too. Perhaps we can ask our users (the tutors) what is a reasonable minimum duration for them and pick the one with the most responses. But this requires extensive surveys which we unfortunately do not have the time to do so.

Reason for disagreement: Not sure how this is not in scope when it directly affects many tutors who conduct short consultations that are chargeable. As you have mentioned, it is reasonable request which is definitely in scope of the product.
It would have helped if the reason for the decision was explicitly stated in the User Guide!
It is unclear why the minimum supported duration is 30 minutes. What if the tutor, although rare, had lessons that were 15 minutes long (a quick consultation that was chargeable)? Might want to explicitly state in the guides why such a decision was made.
