Should ideally show an empty error and then guide user on how to enter expenses.

While the suggestion made is good, I believe an empty expense statement is not an error. It is also intuitive that when you do not see any expenses in your expense statement that it means you do not have any recorded expenses. And not having any expenses recorded does not mean the user does not know how to key in an expense. While it may be good to add in the suggestion made, we try not to we try not to have too many "draw leg on snake" implementations.
