Type a detailed description about your request
Where is this verion of the Power Control found at? Is this an independent 
widget? If so, what do I download from teh MArket? Or is this a skinned version 
of the default?

Attach mock-ups/screenshots if you can.
I have a GarminFone that has Android v1.6 with Garmin's enhancements
I have a Power Control but it does not look this nice. It is whitish in color 
and not very pretty.

Please provide any additional information below.

I am using the ADW 1.2 Donut

It's the power control widget from Eclair (2.0) and above.

You could try looking into SwitcherPro but I'm not sure if it is available on 
1.6.
