The following things should work:

Two lights on puzzles for each tiling: toggling neighbors only and toggling neighbors and the clicked tile
Scramble
Solved state detection

What's not included:

Undo and redo
Macro
support for skew puzzles in skew views (if users turn off "show as skew", it'll work).
