Port the `tlog` to tinyGo #451

tinyGo can run on a microcontroller. That would allow to decode trice messages without a PC. Prerequisite is solving issue #457. Not sure, if all used packages run in Tinygo.

A in functionality to log limited binary tlog will probably do.
