Fixed `val()` edge cases: hex without radix and `NaN` #3

Fixed bug #2 :

Code was forcing radix = 10 as default, preventing hex parsing with 0x prefix
When the string was not a number the return was NaN instead of zero.
Updated Unit Tests
Replaced deprecated function substr()
Small changes on README.md for first release
