Feature/breakpoint support over debug protocol

@TwitchBronBron I kind of hit a wall with the breakpoint manager and such.

Been thinking about taking out all the changes I made above the protocol and telnet level and at least getting the protocol code in so someone else if they have the time and wire it into the breakpoint manager.
