More graceful shutdown #141

Does a more graceful shutdown of the debug protocol.

send the exit channel command all the time.
wait a bit for the exit channel command's response
wait a bit for the control and io sockets to close
- if the io socket doesn't close, at least wait for the io socket to stop receiving data
- close all the sockets and dispose
