Update development requirements, detect secret's baseline, and corresponding GitHub action.

Description

This PR updates Yelp's detect-secrets baseline file and fixes the GitHub action error. Please re-run the requirements-dev.txt when reviewing this PR as it changes pre-commit and detect-secrets package versions. If not, it may cause errors locally when committing code later.
