[FEATURE] Implement "Renew" mobile id functionality #3763

2.1 See the email from Clint and Brad about "Renew" for HID, implement the renew button with a setting in App Config that states how many hours before expiration the button will become visible. Pass to Misho when implemented if he needs to do something.

Done in version 5.0.71 but without the part with the hours before expiration. We decide to show the the "Renew" button based on the flag can_renew_mobileid : Yes / No.
