Redesign Detail panel to support image and future content

Description

Adds a photo of the building to the building details panel, stylized the same as header images from the Events section. Copying the design of the Events header images was a requirement, so I refactored the design significantly to accommodate the SliverToutHeaderBar. The Floor Plans and Amenities entry will be reimplemented in the future.
