Admin app users will need to be able to get survey responses for event follow-up surveys. The current version of the surveys BB has disabled the API that would allow this.

This API should be reintroduced. It should also be modified such that admins can only retrieve survey responses if the survey is a follow up for an event and the admin is also an admin for that event.

Without this admin API, the admin app will be unable to retrieve survey responses for download.
