download VEP release 102 instead of 96 #9

Update mouse data preparation with latest VEP data for GRCm38 ( release 102 ) .

I like the idea, thank you for this. But I would suggest we do not remove the v96 download but instead download both. This way the user can choose by setting "vep_dir=x" in the config file

Ok, I've put back the VEP v96 part. I am actually testing a shorter dockerfile to see if my code to build GRCm38.102 SnpEff database works before to integrate it in the real dockerfile .
