Unfortunately, the substantive code did not originate from me, and thus I have no legal ability to copyright it and/or change its licensing.
I believe you will find that similar projects such as http://common-lisp.net/project/anaphora/ adopt a similar stance.
Public domain doesn't exist in many jurisdictions, and custom license texts cause uncertainty. Please consider switching to a standard license, e.g. one from this list: http://www.gnu.org/licenses/license-list.en.html#GPLCompatibleLicenses, like the BSD or Apache license.
