Add autoload cookie to `fixmee-mode` #7

I'd prefer using the regular minor mode instead of the globalized one, could you please add an autoload cookie for it? Thanks.

Sure thing! If you are using MELPA, it's already pushed. If you are using another source such as Marmalade, let me know.
