Enable manual trigger of workflow #105

After specifying an empty inputs: element, I finally see the button for triggering the workflow in the UI. This fixes the remaining problem from #104.

To prevent Travis builds, I should have named the branch prose-action-manual rather than action-manual-prose. Duh.
