QUBES says they offer a "collaborative publishing platform". IDK if this is free, paid, or what.
I am actually inclined away from this as a starting point but open to more info there!

I'm liking QUBES more and more. We could do a project for RoLE/the workshop and then publish 2 resources, one for the coding workshop and one for the models workshop. Materials are assigned DOIs and can be versioned.
Maybe both, though. A figshare/Zenodo archive (for permanence) and then a QUBES release? The QUBES would be subtly different from the raw repo archive (we'd be taking the markdown files and repackaging them, and might want to exit Sandpaper....There might also be considerations around using Docker). So QUBES may be a little bit of a reach, but also potentially helpful for a) reaching the right audiences b) fulfilling NSF intentions c) credit to creators.
I think you could also maybe just link to the Carpentries site like this one does: http://dx.doi.org/10.25334/A0TE-XY09 but I don't love that because if the externally-linked site were to go down, the DOI would then point nowhere.
:mind_blown: what if we did an external link to a Zenodo archive?
