COPYING has old FSF street address #15

The COPYING file currently being distributed has some differences to the current copy of the GPLv2 being distributed by the Free Software Foundation.

The street address is ancient and hasn't been used in years;
The GNU Library General Public License was renamed to the GNU Lesser General Public License;
Some whitespace and formatting is slightly different.

I suggest updating the COPYING file to match the current GPLv2 as distributed by the FSF. This PR changes COPYING to match that file exactly.
