How should we deal with tides and heave?

We might need a marine robotics REP to expand from REP 105 to describe which reference frame the z potion of map frame uses and which extra frames to suggest to represent tides and optionally heave.

REP 105 uses pressure altitude as an example of an extra intermediate frame that might act similarly to tides. https://www.ros.org/reps/rep-0105.html
