Telemetry support #42

Similar to telemetry in rollbar.js.

This needs to include the config options for enabling/disabling telemetry and scrubbing telemetry data.

I am closing this until it is supported in the PHP SDK.

Telemetry is now in beta in the core PHP SDK. So, I am reopening this.
