[tz-103] Implement data contracts #142

Data contracts implemented for aws.

Still need to implement for azure. Also need to add hedge report line to js lambda.

I think we just merge and forget about supporting azure Norway for now. Remove that from the hedge service def. Once this done we have a fully funtional schema vladitation system which is much more import right now and Han supporting Norway.
