Export to GitHub failed: "Error migrating issues"

What steps will reproduce the problem?
1. If it exists, delete GitHub repository jkbullard/tunnelblick
2. Start export of Google Code project "tunnelblick" to GitHub user "jkbullard"

What is the expected output? What do you see instead?
Expected result: Success

Actual result: Receive email saying export of project "tunnelblick" failed, 
with "Error migrating issues"

Notes:

1. After failure, tried deleting the GitHub repository and tried to export 
again, with same result

2. Approximately a month ago, I successfully exported this same project to 
GitHub.

It looks like the underlying GitHub API has changed slightly. From our logs:

creating GitHub issue: POST https://api.github.com/repos/.../issues: 422 
Invalid request. nil is not a array. []

Let me see if fixing this is as easy as it looks.
