Why not use these cheap mini air pumps and route the air to the hotend? These pumps could be mounted outside the frame and the tube could be mounted right along the bowden:

Listening to your video, you mentioned the fan is probably blowing too much at the hotend. My first thought is if you mounted a blower under the bed, and had the duct wrap around the side of the bed, the duct could blow straight over the bed instead of down at the bed (and past the hotend). I see some immediate problems with this, though.
My second thought is to turn the entire top frame (or part of it) into the duct. You would have a hollow pipe incorporated into the top of the frame, with air holes spaced evenly across. The advantage of this is that cooling should be more even across the entire build plate, no matter where the head is located. It also lowers the airflow to be more aimed below the hotend instead of past it.
