The "Delete .torrent file after a successful addition" option does not work on Windows #418

What steps will reproduce the problem?
1. Check the "Delete .torrent file after a successful addition" option in the 
Options dialog.
2. Open a .torrent file (I usually do that from within a web-browser).
3. Click OK to add the new torrent.

What is the expected output? What do you see instead?
The expected behavior is the original .torrent file on the local file system is 
deleted. That simply does not happen.

What version of the product are you using? On what operating system?
3.1 on Windows 7 Pro and Windows XP Pro

Please provide any additional information below.
This seems to be a Windows-specific bug, as the same version of Transmission 
Remote GUI works as expected on Mac OS X.

I think that option just means it's not saved on the server side.

I think you are wrong. The .torrent is always saved on the server side, as it 
is required to resume the job after the transmission daemon (re)starts.

I am unable to reproduce it on my WinXP system.
Try to save a .torrent file to some folder and execute it. Add the torrent. The 
.torrent file is deleted after that in my tests.
