Develop calibration tracking infrasturcture

Develop infrastructure to record and track calibration files that can be used by each instance of the DRP.

It needs to:

• Record when calibration files are produced and where to find them on disk
• Figure out (via header keywords) what calibration file to use for each associated task
• Add/refresh record of calibration data

Part of this requires also figuring out how to match calibration data with associated science data (need to talk with Obs planning WG).
