Roman vs Arabic numerals #236

Decide and document when to use Roman or Arabic numbers. Currently, there appears to be a mix (within Pompeii, for example).

If we can't figure out a way to programmatically sort by mixed numerals, then we could try setting the filename to use zero-padded arabic numbers ("08.05.09.md") while keeping the original in the title ("VIII.v.9")

Still need to decide how we want to address consistency in filenames and titles.
