update GitHub actions #295

We need to update the actions in .github/workflows, which currently fail due to:

ubuntu version
hugo version (latest, or anything 0.92.0 or later, currently fails due to .Page/.Path deprecation/changes)

We should probably also check/update the versions of these as well:

actions/checkout
peaceiris/actions-hugo
peaceiris/actions-gh-pages
