Add room filters for rooms with access restriction

This is a feature request, taken from <http://hedgewars.org/node/5813>.

For the lobby, please add room filters for
- password-protected rooms
- rooms with prohibited access

Those filters should be off by default.

This was brought up in the first comment in issue #787 a month ago, and indeed, 
in the discussion that triggered the filing of that bug.  Going to merge it for 
that reason.
