Change border color of Art to orange. #930

What problem are you currently facing?
The color of the border in the Art theme, making both border and land spray 
hard to see.

How do you think the situation should be improved?
By changing the border color to R=255, G=98, B=0. This is orange.

This color has a good contrast to the background.

If you think a different color might be better, please post it (with RGB value).
