Fix SA-1 Candle Flames Fix #128

The version in 5.x so far crashes on SA-1. This ports the version from SMWCentral to use instead, which does not crash. It was modified slightly to not assert in ASAR when trying to insert on a non-SA1 rom, but instead to gracefully skip it (like the current one does).

The fix is actually 1 line change so I'm just gonna commit that to main.
