GenerateOutput should have a cleaner interface #156

Currently GenerateOutput in each generator takes a range of parameters: 
target_list, target_dicts, 
data, params. data is nearly redundant with target_dicts, and even target_list 
in somewhat implicit in 
the set of keys in target_dicts. We should clean this up to eliminate 
redundancy.
