Create library time managing time calculations.

The function ut_time has been moved in commit 5232cdfb7e3e14280e72108705b79dcb8724521e

  1. Extend library.

  2. Add functions: ut_usectime, ut_time_us, ut_time_ms, ut_win_init_time, ut_time_ms.

  3. This has been implemented in commit fddd9c8afc374c7abb4a71fab946e5c4cac85f6e
