Create machine librayr #34

  1. Based on file include/mach0data.ic and include/mach0data.h and mach/mach0data.cc create machine library.

  2. To reduce dependency, move function mach_read_ulint from file include/mach0data.h to file include/mtr0types.h.

  3. This has been implemented in commit c2239426371ddc4c2769e8f5d91672b292d4f370
