What should "Winners" column say in the election-spec-contests file for Approval voting? #8

The "Winners" column in the election-spec-contests file is intended to allow a specified number of winners for a contest (e.g. for plurality voting).

What should this field be for Approval voting?

(Various contest types may also need other parameters specified, such as the maximum number of selections allowed in a vote... This is related...)

Changed column name in contest spec from "Winners" to "Params". Made default for plurality to be blank, but otherwise for plurality to give number of winners. For approval voting, this column can also be left blank. This solves this issue.
