Emperor homeworlds not working #3

Playing as Emperor with advanced rules and homeworld variant: Sardaukar + normal forces being dialed incorrect number when dialing with spice while the emp is in high threshold.

I took some screenshots of the bug. In the first image you can see 2 sadukar and 2 regular forces being added with no spice, giving a strength of 5, as expected (sadukar are free as per new Selusa Secundus power)

In the second image, I added 2 spice, which should bring the strength to 6 (As Sadukar should be free), this however is not the case, and the strength remains at 5.

For comparison, in the third image, I removed the sadukar from the battle, and left in the regular forces and 2 spice. The strength now correctly reads 2.

The fourth image has four spice added, and the strength now correctly reads 6. I should however only have to pay 2 spice for this, as per the new Selusa Secundus High power. (I had three sadukar on Selusa Secundus for this experiment)

So the emperor's Salusa Secundus high threshold homeworld advantage seems to partially work - if I dial sardaukar alone, they don't need spice to count at full strength. However, it seems like if I dial 3 normal, 1 sardaukar, I need to pay 4 spice instead of the expected 3 to get a total of 5 strength.

Has anyone had trouble with moving forces between Emperor Homeworlds? I don't know if it's bugged or not implemented but the rules state I can use my movement as Emperor to move forces from Kaitain to Salusa Secundus and vice versa

Regarding high threshold: To clarify Any Emperor force will count towards Kaitain's threshold but, only Sardaukar count towards Salusa's.
