with atreides, i had spice prescience even on low mark with homeworlds expansion
maybe i don't know the rules well enough but with fremen, i never had the low mark effects even with only 2 forces in homeworld
the effects are when you don't have enough forces in the homeworld right? doesn't matter how many in the tanks
