Tested a game out with bots before showing this to my friends, and it seems bots don't accept deals. Would there be a way to implement a keyword framework or something similar so that bots can easily tell what you are trying to offer.
As an example, I was playing the Bene Tleilaxu and wanted to offer up a deal to all players to increase their revival cap in exchange for spice
Harnkonen - reveal X traitor(s) for X
One nice deal could be "Attack the player X in the X Stronghold for X amount of Spice". Or "Don't attack me this round". The bot would obviously have to weight whether it's to his benefit.
