In the same game (all of the above savefiles are from it) I noticed that Bot Moritani just doesn't place any Terror token after the first one (Robbery) is triggered. It's nice that it is now willing to use something other than Extortion, but it seems that it's still limited to only placing and moving one of the tokens and not being able to place other tokens if the first one is removed from the game.
