Don't announce autohosted streams to #live-stream-announcements

This is currently being blocked by @twitchtv not exposing any auto hosting information in the API. This could be resolved by one of the following:

Create an API to retrieve your own channel's auto hosting list
Modify the HOSTTARGET Twitch command in chat to add a parameter that indicates auto hosting
Create an AUTOHOSTTARGET Twitch command that is like HOSTTARGET, but is specifically for auto hosted channels.

In the meantime, I'm going to work around this by turning off hosting notifications for now.

Back in September 2021, Twitch changed how autohosting works, so this can be re-enabled.
