ERROR: TOO FEW INSTANCES IN DATASET

What steps will reproduce the problem?
1. Upload a file
2. Insert
3. Check status

What is the expected output?
Something other than "ERROR: TOO FEW INSTANCES IN DATASET", maybe "DONE" or 
"COMPLETED"
What do you see instead?
"ERROR: TOO FEW INSTANCES IN DATASET"

What version of the product are you using?
1.6
On what operating system?
Windows pro 8

Please provide any additional information below.
I have attached the file. prediction wont give an error message so I can't 
debug. Also the documentation does not get any help at all on what errors mean 
or how to fix them.

Thanks for the "speedy" response, the data set file is included. I no longer 
have the code for this as we went another direction with it. I submitted this 
because no matter how big the data set I was using, I would get that error. See
