Too many requests error after sending a single request. #138

What steps will reproduce the problem?
1. Go to 
https://developers.google.com/apis-explorer/#p/customsearch/v1/search.cse.list?q
=rush&hq=band&safe=medium&searchType=image&_h=4&
2. Verify error message: "You have made too many requests to this service 
today."

What is the expected output? What do you see instead?
I'd like to see a sample response. I'm seeing that weird error, and have no way 
to enter an API key.

This is really wack!
I get that too.
This kind of "functionality" is fit for Apple products, not for Google products.
I see that it's been on for at least three months now, so that's really 
disapointing
