API Explorer is not getting updated endpoint API changes #223

What steps will reproduce the problem?
1. Update an endpoint method.
2. Generate cloud endpoints with GPE.
3. Deploy app with GPE.

What is the expected output? What do you see instead?
I expect to see updated endpoint API methods in the API explorer. 
Instead, I see older API method names from about a day ago.

What version of the product are you using? On what operating system?
Java GAE SDK 1.9.14
GPE 3.7 (I think)
