Change upload location in ManageIndividual

• [x] Change the profile picture save location to Documents/Attachment/Individual/"IndividualID" folder. The folder name should have 6 digits starting from 000001 to 999999.
• [x] Any previous files with same name in that folder is overwritten.
• [ ] move tabs from ViewIndividual to upload attachments to ManageIndividual page
• [x] Change the save location of other attachments related to Individual into the Individual/IndividualID folder.
