Java RI does not include Classification objects from IHE Supplement

What steps will reproduce the problem?
1. Anything that causes the RI to send a "minimal" metadata XDR message

What is the expected output? What do you see instead?
I expect the metadata to include Classification elements indicating 
"limitedMetadata", as specified in the IHE Supplement.  I do not see such 
elements.

What version of the product are you using? On what operating system?
Version 2.1, Windows Server 2008

Please provide any additional information below.

Since the XD spec includes the line below and does not spec out the 
limitedMetadata Classification I can only assume that the IHE doc did not come 
out in time for version 1.0 of the spec.  I see no danger in adding the field, 
you are welcome to do that. 

"It is possible that IHE will formalize levels of metadata conformance, and 
include additional levels of metadata conformance than the two proposed here. 
The minimal metadata definition proposed in this section may be deprecated in 
the future. Implementations are RECOMMENDED to implement metadata conformance 
in a way that is open to future modification."
